Legislative Agenda
NYSBCA supports:
- Amending Governor Paterson’s Budget proposal that allows school districts to engage in district-operated regional transportation by requiring school districts to establish the “true cost” of their transportation services 2/2/10 Testimony for Joint Legislative Budget Hearing on Education
- Passage of a new law to modify the way the state calculates the pricing structure for contract extensions utilizing the CPI as provided by the State Education Law – Memo in Support and S. 7231 by Senator Valesky/A.11164 by Assemblyman Towns
- Removal of the sunset provision on the state’s RFP law pertaining to school transportation services – S. 7232 by Senator Valesky/A.10447 by Assemblyman Gantt
- The Assembly’s Budget Resolution (A.9707-A) language which rejects
the Governor’s regional transportation and piggyback contracting
proposals - Passage of a law to remove the requirement for lighted school bus signs and instead allow for reflective signage
- Passage of a Sales Tax Credit for the Purchase of School Buses (click for more information)
- Repeal of the MTA Employee Tax/Mobility Tax or change the law to allow school bus contractors to be reimbursed by the state
- Initiatives that promote safe, reliable, and cost effective contractor-provided student transportation
- Initiatives that facilitate the use of alternative energy and improved fuel efficiency as long as they do not come in the form of unfunded mandates
- Additional funding for school bus safety initiatives provided by educational not-for-profits
NYSBCA opposes:
- A.3902 by Member of Assembly Alessi and S.1370 by Senator Saland
- A.10130 by Member of Assembly Paulin and S.5523 by Senator Oppenheimer
- The Governor’s Budget proposal and the Senate’s Budget Resolution to allow piggyback contracts
- Any new tax increase on the school bus contractor industry
- Any proposal that would negatively affect NY’s school bus contractor industry
